Work skills pathway to reduce NEET risk

Built for schools supporting EBSA, persistent absence, and young people who have stopped engaging with education.

The reality

Low attendance and EBSA are becoming the norm and you are caught in the middle

Pressure comes from every direction. The problem is not that schools are not trying. It is that the options are often too extreme.

Local authority pressure

You are expected to show action, thresholds, and evidence not just concern.

Worried parents

Families want reassurance, but they also want a plan that feels safe and realistic.

Frustrated staff

Teams are stretched. Attendance work becomes reactive and everyone feels stuck.

A child who is struggling

The young person is not being difficult. They are overwhelmed, anxious, or disengaged.

The aim is simple: steady progress without forcing a big jump.

Why this matters

When routine breaks down, everything else follows

Low attendance is not just an attendance issue. It is often a wellbeing issue, a safeguarding issue, and a future pathway issue. The longer a young person is out of routine, the harder it becomes to return.

The answer is not pressure. The answer is a staged plan that starts small and builds momentum.

What schools are seeing

  • Persistent absence is rising and becoming normalised.
  • EBSA, anxiety, and non-engagement are showing up earlier.
  • Reduced timetables often stay reduced without a clear rebuild plan.
  • Schools are expected to evidence action and impact.

The challenge

Most alternative provision is all-or-nothing

We have worked with schools across Sheffield for years and we have seen the same pattern grow. The young person is not coping. Everyone is worried. But the support options are often either full-time or nothing.

01

Full-day placements can feel like a big leap for families already anxious about change.

02

Reduced timetables often become a holding pattern, not a pathway.

03

If the first step feels too big, the young person does not step at all.

That is why we built a half-day to full-day pathway. No pressure. Just progress.

The pathway

Half days then full days (when they are ready)

Students start with us for half a day rebuilding routine, confidence, and engagement then move to full-day provision when they are ready. No pressure. Just progress.

01

Step 1: Half-day engagement

Students start with us for half a day. The focus is routine, confidence, and re-engaging with learning without forcing the jump.

  • Predictable start and finish
  • Small group environment
  • Maths and English at the right level
  • Supported social time and regulation support
02

Step 2: Build momentum

As engagement improves, we increase learning time and expectations in a way the young person can tolerate.

  • Individualised plan and clear targets
  • Confidence building through achievable milestones
  • Attendance patterns tracked and reviewed
  • Weekly updates back to school
03

Step 3: Full-day provision (when ready)

When the student is ready, they move into full-day provision. This is not a deadline it is a readiness decision.

  • Full-day timetable with structure
  • Accredited pathways (Functional Skills / AQA where relevant)
  • Therapeutic and SEMH-informed support
  • Next-step planning and reintegration where appropriate

This pathway is designed for EBSA and non-engagement. It gives the young person a route back into education that feels achievable and gives the school evidence of action and progress.

The value

The Support Programme: more impact for your spend

Our Support Programme is built around a simple idea: if you are placing a full-day student with us, you should be able to support another student who is on the edge.

01

Two students supported, one budget line

For every new full-day student you place with us, you can nominate an additional student struggling with attendance to access half-day engagement support.

02

Designed to start small

Half-day support reduces anxiety and resistance. It is a practical first step that builds momentum.

03

Built for evidence and accountability

You get weekly reporting and clear review points, so you can show action and impact.

In practice: one full-day placement can unlock half-day engagement support for a second nominated student. It is almost a 2-for-1 offer and it works because it starts small and builds momentum.

What you get

We handle the heavy lifting

Schools are carrying huge pressure. This pathway works because we take on the parts that are time-heavy and relationship-heavy and we keep reporting clear.

Relationship building

We build trust with the young person the part that is hardest to do when staff are stretched.

Individualised plan

Clear targets, clear stages, and a plan that is written down and reviewed.

Progress tracking

Attendance, engagement, behaviour, and learning progress tracked throughout.

Weekly reporting

Structured updates back to school so you can evidence action and impact.

Consistency

Predictable routines and consistent adults the foundation for re-engagement.

Next steps

A clear route: remain half-day, move to full-day, reintegrate, or transition to a KS4 pathway.

The goal is not just attendance. The goal is a young person who is re-engaged with education and moving forward.

KS4 pathway

KS4 Work Skills Pathway: reducing NEET risk

For KS4 students, low attendance is not just about getting them through this term. It is about preventing a cliff edge at 16. Where appropriate, we align the pathway to Functional Skills and employability so young people leave with qualifications, confidence, and a realistic next step.

  • Functional Skills assessment and placement at the right level (Entry Level 1Level 2).
  • Step-by-step progression aiming for Level 2 Functional Skills.
  • Employability skills and work readiness built into the plan.
  • Work experience and vocational direction where appropriate.
  • Clear post-16 planning to reduce NEET risk.

Reporting

Weekly updates you can use

Schools need reporting that supports decisions. We keep updates clear and structured so you can evidence action, impact, and next steps.

What we track

  • Attendance and punctuality patterns
  • Engagement in sessions and routines
  • Behaviour and regulation (what is improving, what still triggers)
  • Learning progress in Maths and English (at the right level)
  • Readiness for next step: half-day full-day reintegration KS4 pathway

Outcome measures (value for money)

We focus on outcomes that matter to schools and commissioners: return to school, attendance, engagement, post-16 placements, sitting exams, and passing qualifications.

We keep language simple and evidence clear.
